SWISS-ROMANIAN COOPERATION PROGRAMME
History
In 2006, the Council of the European Union and the Swiss Federal Council signed the Memorandum of Understanding
regarding the Swiss financial assistance of 1 billion CHF concluded for the 10 Member States that acceded to the EU on 1
May 2004.
The aim of this financial mechanism is the contribution to reduce the economic and social disparities within the enlarged
European Union and between different regions of development of beneficiary countries.
In 2008, the Swiss Federal Council has decided to increase the Swiss financial contribution for Romania and Bulgaria.
Therefore, in 2009, the Swiss Parliament approved the additional contribution to Romania with a total amount of 181 million
CHF for an engagement period of 5 years and a payment period of 10 years.
As a result, between the Government of Romania and the Swiss Federal Council was signed the Framework Agreement to implement
the Swiss – Romanian Cooperation Programme to reduce economic and social disparities within the enlarged European Union,
Framework Agreement approved by the Government Decision no. 1065/2010.
Measure 2 – Environment and Infrastructure has a financial allocation of 52,5 million CHF.

CALL FOR APPLICATIONS
for institutionalization of the European Energy Award in Romania
The Ministry of Regional Development and Public Administration (MRDPA) launched the call for applications for the selection of the organization that will implement at national level the concepts and the procedures related to the instrument ‘European Energy Award’.
The call is launched within the project ‘Institutionalization of the European Energy Award in Romania, funded by the Swiss-Romanian Cooperation Programme, Thematic Focus Area 4 ‘improving the environment’.
PROCEDURE FOR SUBMITTING THE APPLICATIONS

Intermediate Body
Through the Memorandum with the subject: Approving the negotiation and signing the Framework Agreement between the Government of Romania and the Swiss Federal Council regarding the implementation of the Swiss-Romanian Cooperation Programme to reduce economic and social disparities within the enlarged European Union, the General Department for the Relation with Local Communities from the Ministry of Administration and Interior was designated Intermediate Body for the Measure „Environment and Infrastructure”, with an allocated budget of 52,50 million CHF.
Between the Ministry of Public Finance, in its quality of National Coordination Unit, and the Ministry of Regional Development and Public Administration, in its quality of Intermediate Body for the implementation of Focus Area 4 – Improving the environment from the „Swiss – Romanian Cooperation Programme to reduce economic and social disparities within the enlarged European Union” was perfected the agreement of delegation of attributions.
By Agreement, the parties engage to fulfill the attributions regarding the implementation of projects financed through the Focus Area 4 – Improving the environment. So, the Directorate General for Public Administration in its quality of Intermediate Body, will have the following main attributions:
- ensure information and promotion of the Swiss – Romanian Cooperation Programme,
- verify and evaluate the project proposals,
- sign with the NCU and the Swiss partners the project agreements,
- transmit to NCU the documents developed in the public procurement procedure,
- monitor and report the project implementation,
- technical – financial verify of the payment requests.
